By NCT Consultants

On November 10–11, 2026, NCT Middle East will convene security experts, government representatives, military personnel, emergency responders, medical professionals, and technology providers at the Marriott Hotel Downtown in Abu Dhabi. The event will address key challenges associated with chemical, biological, radiological, and nuclear (CBRN) threats.

Through a program combining a specialized conference and a Tech Tour, the event will provide a forum for knowledge exchange, analysis of operational experience, and examination of solutions intended to strengthen CBRN preparedness and response capacities across the Middle East and beyond.

Why the Middle East, and Why Now?

Preparedness for CBRN threats requires close coordination among defense organizations, security services, civil protection agencies, health authorities, scientific institutions, and emergency-management bodies.

In this context, regional cooperation and international knowledge exchange are necessary to improve operational procedures, strengthen interoperability, and incorporate relevant technological developments.

NCT Middle East 2026 seeks to bring these stakeholders together in an environment that enables them to examine shared challenges, consider diverse approaches, and build connections with professionals engaged in CBRN preparedness and response.

More Than a Conference: Knowledge and Technology

NCT Middle East 2026 is structured around two complementary components designed to connect specialized knowledge with technological solutions.

Conference

The conference will bring together international experts and representatives from multiple sectors to examine preparedness strategies, medical response, explosive-threat mitigation, technological innovation, and international cooperation. The sessions will support the exchange of experience across military, scientific, institutional, and operational perspectives.

Tech Tour

The Tech Tour will enable participants to examine technologies and solutions relevant to CBRN preparedness and response. This component will link technological advances with the practical requirements of professionals responsible for managing threats and responding to incidents.

Together, these components will provide a setting for knowledge exchange, technological assessment, and the development of professional relationships among participants.

A Program Focused on Operational Challenges

Across the two-day program, sessions will address multiple dimensions of CBRN preparedness, ranging from strategic planning to medical response and joint capacity development.

Best Strategies and Practices for Countering CBRNE Threats

This session will feature Brigadier General Jae Hoon Yoo, Commander of the Republic of Korea Army CBRN School; Major Qasim Saleh Al-Khulaqi, Head of the Hazardous Materials Division at the General Directorate of Civil Defense in Bahrain; and Dr. John Harrison, Associate Professor in the National Security and Intelligence Program at Rabdan Academy, United Arab Emirates.

The session will examine strategies and operational experience from military, civil-defense, and national-security perspectives.

Risk Mitigation and Disruption of Explosive Threats

The program will also include a session on risk mitigation and the disruption of explosive threats, featuring Major General (Ret.) Abdul Wahab Al-Yaqout, Senior Executive Security Consultant to the Government of Kuwait; Dr. Khalifa Al Kaabi, Hazardous Materials Incident Preparedness Lead at NCEMA, United Arab Emirates; and Colonel Syed Muhammad Sherazi of the Pakistan Army Ordnance Corps and Chief Executive Officer of Safe Lane Solutions.

The discussion will integrate perspectives on security advisory services, emergency preparedness, and specialized expertise in explosive threats.

Rapid Medical Response to CBRN Incidents

Medical response represents another central theme of the program. This session will feature Dr. Walid Othman AbouGalala, Consultant in Emergency and Disaster Medicine at the Ministry of Public Health of Qatar; Dr. Wedad Al Maidoor Al Mheiri, Director of the Emergency Operations Center at Emirates Health Services; and Liliane Barakat and Alin Tafi, representing NEBO.

The session will examine the importance of health-service preparedness and coordination in responding to CBRN incidents.

Emerging Technologies and Artificial Intelligence in the CBRN Field

The program will also consider the contribution of emerging technologies and artificial intelligence to the CBRN field. Speakers will include Mahdi Al-Jewari, Head of the Biological Department at Iraq’s National Monitoring Authority for Non-Proliferation (INMA), and Engineer Khaled Alshamsi, Senior CBRN Specialist at EDGE Group, United Arab Emirates.

The session will examine technological developments from scientific, technical, and industrial perspectives.

Strengthening Interoperability Through CBRN Training and International Cooperation

Cooperation among organizations and countries will be a central theme of the second day. The session will include Major Jalal Mohammad Ahmad Bani Irshid, Leader of the Hazardous Materials Team at the Jordan Civil Defense Directorate; Dr. Aladdin Al Hamdawi, CBRN and HAZMAT Consultant at Dubai Police General Headquarters; Nour El Tonny of INTERPOL; and Abdelmajid Khabbal, Project Management Specialist at Emaan International, Finland.

Their diverse perspectives will support discussion of training, international cooperation, and capacity development for responding to CBRN threats.

An International Community of Specialists

The diversity of speakers reflects the multidisciplinary character of CBRN preparedness. Participation by military representatives, civil-protection authorities, health services, security institutions, international organizations, and specialized companies will connect distinct operational experiences and requirements.

The event will also provide opportunities for professionals to exchange knowledge, consider different approaches, and establish relationships with experts from other regions. For industry participants, it will offer a forum for engagement with sector professionals and for understanding the challenges faced by end users.
