Mr. Patrick Norén

Main Editor

Mr. Patrick Noren is the Editor of CBNW Magazine and the Conference Program Manager of NCT events in Europe, the Middle East, and South America at NCT Consultants. He has previously worked as the Deputy Editor of commonspace.eu and LINKS Europe, and was an Intern and Research Fellow at the Georgian NGO, MediaVoice. He has written freelance articles on Central Asia for The Caspian Post, and has worked as an interpreter for Ukrainian refugees living in the Netherlands. He has an MA in Russian and Eurasian Studies from Leiden University, and a BA in Modern Languages and Cultures (German and Russian) from Durham University.

BG (Ret.) William King IV

BG (Ret.) William King has served in a wide variety of command, leadership, and staff positions across numerous levels of the U.S. Army, Joint Task Forces, Regional Commands, and most recently as the Commanding General 20th CBRNE Command before retiring on 19 July 2017 with 30+ years of active duty US Army service. He joined Booz Allen Hamilton in 2017 as an Executive Advisor for the Joint Combatant Commands (JCC) Account and on 12 Oct 2018 was designated as an Industry CWMD Senior Fellow. Today he is a Principal/Director and is responsible for developing the market for Countering Weapons of Mass Destruction, assessing synchronization and integration, advising senior government clients, and serves as the Booz Allen market lead on challenges/opportunities, and providing strategic thinking for Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) policies, modernization, capability and capacity development. BG(R) King’s expertise, honed through a series of multi-echelon capability and leadership positions, has prepared him to tackle the nation’s most complex CWMD challenges. He is a known luminary and clear leader in the field. He is widely recognized for his breadth of knowledge, experience, and depth of understanding of CWMD challenges. He is skilled at addressing complex problems, is intellectually agile, and is a recognized leader who inspires others and builds teams with ease.

HME Jose Zea Aguero

HME José Antonio Zea Agüero is the general director and founder of the Chemical Information Center (CINQUI), and also an expert in prevention, operations, emergency care and disasters with Hazardous Materials and Weapons of Mass Destruction (Hazmat CBRNe – WMD). He completed training studies in Sciences - Chemistry and this performance in international institutions such as the OPCW, USAID OFDA, with courses at the Escuela Superior de Guerra in Madrid in the Specialty of Chemical Weapons and CBRN Emergencies. In 2015 he received the responsibility from the WHO-PAHO to design the chemical risk analysis of some vulnerable sectors in Peru, this work providing the benefit of specialized information to the National Center for Epidemiology, Prevention and Control of Diseases (CDC ) from the country. For many years he has been developing the MATPEL-NBQRe Regional Coordination of Emergency Response Specialists for the creation of international guidelines, validation of specialists and experts, execution of training activities both in Peru and in the countries of Latin America and the Caribbean. He also serves as Commander Danger of the General Corps of Volunteer Firefighters of Peru (GGBVP) and Former Chief of the CGBVP Materials Unit. He currently works as Advisor to the National Command of the General Corps of Volunteer Firefighters of Peru on issues related to Hazardous Materials and CBRN Agents. Since 2018, he is the president of the NCT events for the Latin American region organized by the CBRNe Society (Netherlands).
