These teams will in turn be divided across four Joint Task Forces (JTFs), each comprising three multidisciplinary teams.

The Human Factor: Intelligence, Surveillance and Early Warning in CBRNE Operations
Technology alone cannot prevent or respond to CBRNE threats. This session will focus on the human dimension: building intelligence networks, enhancing surveillance, and strengthening early warning mechanisms that allow decision-makers to act before an incident escalates.
Countering Non-State Actors: Chemical, Biological and Explosive Threats in Urban Environments
As cities grow denser and more interconnected, the risk posed by non-state actors exploiting urban terrain increases. Drawing on operational experience from the Hong Kong Police Force and other agencies, this session will explore how to detect, deter, and defeat such threats in complex metropolitan settings.
Critical Infrastructure Protection in a High-Risk Region: CBRNE Vulnerabilities and Consequence Management
With energy hubs, transport corridors, and industrial clusters concentrated across Asia–Pacific, protecting critical infrastructure against CBRNE incidents is a shared priority. Speakers will examine vulnerability assessments, protection strategies, and consequence management frameworks tailored to high-risk environments.
Interoperability and Capacity Building: Joint Approaches to CBRNE Threats
Regional crises do not respect borders. This session, with contributions from the Royal Thai Air Force, U.S. 8th Army, and the Sri Lanka Police Special Task Force, will look at joint exercises, information-sharing, and training initiatives designed to enhance interoperability among military, law enforcement, and civilian agencies.
Anchoring the program, the Opening Plenary will feature remarks from NCT Consultants’ leadership and senior regional partners, setting the strategic context for the two days of discussions, training, and demonstrations.
