Held in Hua Hin, Thailand, the 2025 edition brought together elite response teams from across Asia and the United States for a week of high intensity, scenario driven missions. Malaysia’s CBRNE response framework is built on a multi-agency foundation involving the Royal Malaysia Police (PDRM), the Malaysian Armed Forces (MAF), the Fire and Rescue Department (Bomba),Ministry of Science & Technology,Ministry of Health and specialized medical and forensic units. Over the past two decades, Malaysia has steadily strengthened its national preparedness in response to the growth of its petrochemical industry, the rise of dual-use chemical threats, and the increasing complexity of cross-border security challenges.
The country’s CBRNE doctrine evolved significantly through participation in international programs, including ASEAN counter-terrorism initiatives, the U.S. Department of State’s Anti-Terrorism Assistance program, and training engagements with INTERPOL, the International Atomic Energy Agency, and the Organisation for the Prohibition of Chemical Weapons. These partnerships helped Malaysia refine its operational procedures, modernize its equipment, and develop a more integrated national response structure. By 2025, Malaysia had built one of the region’s most mature CBRNE ecosystems, capable of fielding a highly skilled national team for multinational competitions.

Teams operated under a fictional but realistic threat scenario involving the Siam Red Liberation Army (SRLA), a non-state actor employing improvised explosive devices and chemical agents. The training environment required participants to navigate high-stress situations, conduct rapid threat assessments, and execute coordinated responses across multiple hazard types.
Malaysia excelled in every major mission set. Their detection and identification work was consistently accurate and efficient, supported by advanced handheld detectors, Raman and FTIR systems, and radiological monitoring equipment. In tactical CBRNE operations, the team demonstrated strong integration between movement, sampling, and hazard mitigation, particularly during hostileenvironment entry missions. Their medical officer played a crucial role in casualty extraction, triage, and decontamination, ensuring that medical CBRN response remained tightly aligned with tactical operations.
Interoperability was another area where Malaysia stood out. The team adapted quickly to the multinational Joint Sub-Task Force structure, working seamlessly alongside teams from Thailand, Singapore, Cambodia, the Republic of Korea, and the United States. Operators have emphasized the need for equipment that performs reliably in tropical climates, where heat, humidity, and environmental interference can affect detection accuracy and operator endurance. Malaysia also participates regularly in national and international CBRNE exercises organized by the Malaysian National Security Council, ASEAN bodies, the U.S. Department of State, INTERPOL, the IAEA, the OPCW, and NCT Consultants. The rapid expansion of Malaysia’s petrochemical infrastructure introduces new risks, while the evolving nature of dualuse chemical threats requires continuous adaptation of national doctrine.
